Project overview
Atura Power, a subsidiary of Ontario Power Generation, is planning to expand the electricity generation capacity of its Napanee Generating Station (NGS). The proposed Napanee Generating Station Expansion is located north of the Lake Ontario shoreline in the Town of Greater Napanee, Ont., between the existing NGS and Lennox Generating Station. The expansion will add a simple-cycle gas turbine generator unit that will provide up to 420 megawatts (MW) of electricity to Ontario's electricity grid.
Project update: An Environmental Review Report (ERR) was prepared to document the assessment of potential environmental effects of the project. The review determined the project will not cause significant environmental effects. Following the ERR review period and submission of the Statement of Completion to the Ministry of the Environment, Conservation and Parks (MECP), Atura Power intends to proceed with the project subject to mitigation and impact management measures, and receipt of other approvals. Indigenous and stakeholder engagement activities remain a priority and will continue throughout the project.
Building capacity for Ontario's electricity grid
The proposed Napanee Generating Station Expansion will increase Ontario's electricity generation, support grid reliability, and help advance Ontario's path to a net-zero future.
After more than a decade of strong supply, Ontario is entering a period of emerging electricity system needs, driven by increasing demand, the refurbishment of existing generating assets, as well as expiring contracts for other electricity-producing facilities.
To prepare for future electricity demand and support a reliable grid for Ontarians, the Independent Electricity System Operator (IESO) initiated the LT1 RFP procurement process to secure new electricity resources to be in service by 2028. An application for the Napanee Generating Station Expansion was submitted to the IESO in December 2023 and awarded an LT1 contract on May 9, 2024. The LT1 procurement process is now complete.
Environmental review process and project timeline
On April 8, 2024, Atura Power initiated an Environmental Review Process for the Napanee Generating Station Expansion. Pursuant to Ontario Regulation 50/24 under the Environmental Assessment Act, Atura Power elected to undergo a “Category B” Environmental Review as described in the MECP “Guide to Environmental Assessment Requirements for Electricity Projects” (February 2024). Atura Power held a public meeting on May 16, 2024, to share information and gather feedback about the proposed project. Meeting materials are posted in the Resources and Materials section below.
Atura Power issued a Notice of Completion to communicate the completion of the environmental review.
An ERR documented this assessment and is available for public review.
