Napanee Battery Energy Storage System Phase 2

Atura Power, a subsidiary of Ontario Power Generation (OPG), is planning to construct the Napanee Battery Energy Storage System Phase 2 (also known as Napanee BESS Phase 2), an electricity storage facility in the Town of Greater Napanee, Ont., located north of the Lake Ontario shoreline.

This webpage was developed to support this project’s application to the Independent Electricity System Operator’s (IESO’s) Long-Term 1 Request for Proposals (LT1 RFP) procurement process. The application was submitted in December 2023. This webpage will be updated following IESO’s LT1 RFP contract offer announcement.

The Napanee BESS Phase 2 is part of the proposed Napanee BESS facility that is being developed in two phases. The Napanee BESS Phase 2 project will be located on the same property and directly adjacent to the Napanee BESS Phase 1 project, east of the existing Napanee Generating Station (NGS) in an area previously used for laydown and parking. The Napanee BESS Phase 2 project will be able to store and output up to 265 megawatts (MW) of electricity for up to four hours to Ontario's electricity grid. Phase 1 and Phase 2 will provide up to 500 MW combined.

The Napanee BESS Phase 1 project was previously approved by the IESO and an Environmental Assessment is underway for the entire Napanee BESS facility. For more information as well as how to get involved in the Environmental Assessment, please click here.

Building capacity for Ontario's electricity grid

After more than a decade of strong supply, Ontario is entering a period of emerging electricity system needs, driven by increasing demand, the refurbishment of existing generating assets, as well as expiring contracts for other electricity-producing facilities.

To prepare for future electricity demands and support a reliable grid for Ontarians, the IESO has initiated a Long-Term Request for Proposals (LT1 RFP) to secure new electricity resources that could be in service by 2027, including energy storage facilities.

The proposed Napanee BESS Phase 2 will increase Ontario's electricity storage, support grid reliability, and help advance Ontario's path to a net-zero future.

Environmental permits and approvals, including an Environmental Assessment, will be required to construct this potential project.

Public & Indigenous community engagement

Atura Power is committed to engaging Indigenous communities, municipalities, and the public, as well as other potentially interested stakeholders throughout this project. If awarded an LT1 contract by the IESO, Atura Power will obtain the necessary permits and approvals prior to construction, including the completion of the Environmental Assessment that commenced in June 2023. Indigenous and stakeholder engagement activities remain a priority and will continue during the next phase of the project.
